На армейском жаргоне слово muster означает «инспекция старшего по чину офицера» (он должен убедиться, что оборудование находится в хорошем состоянии, обмундирование соответствует предстоящему заданию, а приказы всем понятны). To pass muster — пройти такую инспекцию без замечаний.
